How to convert images to a PDF, step by step
Images to PDF combines your photos or scans into a single document, in the order you choose.

Choose the page layout
“Page fitted to image” gives each page the exact dimensions of the photo; A4, Letter, A3, A5 or A6 put each image on a standard page, with adjustable “Orientation” and “Margin”. “One PDF per image” delivers a ZIP archive instead of a single document. “Custom” applies a width and height in millimetres exactly as typed.

The button shows how many images will be combined. VellumPDF creates one page per image, in the list’s order, as a downloadable document. With “One PDF per image”, it becomes “Generate ZIP archive”.
With A4, Letter, A3, A5 or A6, a photo is never rotated: in “Portrait” orientation, a landscape photo is only scaled down and centred; “Automatic” turns the page to match the image instead.
Frequently asked questions
What image formats can I combine into a PDF?
You can drop in JPG and PNG files, in any combination. Each image becomes one page of the final PDF.
Can I change the order of the images before creating the PDF?
Yes, once your images are added you can freely reorder them so they appear in the right sequence in the final document. The PDF is only generated once you have confirmed the order.
Is there a limit to how many photos or scans I can combine?
No, the tool is free with no limit on the number of images. The whole assembly happens in your browser, with no transfer to a third-party service.
Does VellumPDF also accept WEBP images, alongside JPG and PNG?
Yes, WEBP files can be dropped in as well. Since the library that builds the PDF cannot embed them directly, VellumPDF first converts them to PNG through a hidden canvas, with no visible loss, before assembling the pages. JPG and PNG files, by contrast, are embedded as-is, without that extra conversion step.
Which page layouts are offered?
“Page fitted to image”, the default, gives each page the exact dimensions of the image. The A4, Letter, A3, A5 and A6 sizes place the image in the centre of a standard page, scaled down if needed to fit within the margin; the “Orientation” (“Automatic”, “Portrait” or “Landscape”) and the “Margin” can then be set. A photo is never rotated: with “Automatic”, the page follows the direction of each image. “Custom” applies a width and height in millimetres exactly as typed.
Are my photos recompressed during assembly, with a loss of quality?
Not for JPG and PNG: the original file’s bytes are embedded into the PDF as-is, with no recompression. Only WEBP images go through a conversion to PNG before embedding, which introduces no noticeable extra loss.
Can I get a separate PDF for each image?
Yes: tick “One PDF per image”. VellumPDF then produces a ZIP archive with one PDF per image, in the order of the list, instead of a single document.
